A clause is a group of words that has some grammatical relationship to one another and is used to express a grammatical concept, such as subject, object, complement or predicate.

A phrase, is a group of words that has some meaning but does not necessarily have any grammatical relationship to one another.

An example of a phrase: Filled with joy, the girl jumped up and down.Phrases can also describe verbs or adverbs by explaining how or why something happened.
